The coverage of the data is all railroads defined as a “railroad” under the 49 Code of Federal Regulations (CFR) Part 225 definition of a “railroad.” This includes Class 1 railroads, commuter railroads, and short lines. This excludes railroads that do not operate on the general system, such as plant railroads.
