
The Guidelines were prepared by the UNECE task force on measurement of well-being. The task force was established by the Bureau of the Conference of European Statisticians in October 2023 and worked until June 2025. The Guidelines are the result of its joint work. The chapters of the Guidelines were drafted by lead authors Amit Yagur-Kroll (Israel), Edwin Horlings (Netherlands), Eleanor Rees (United Kingdom) and Lara Fleischer (OECD). Deepak Kumar Dey (UNICEF) was the lead author of the Annex. Task force members contributed with comments and suggestions to draft versions of the chapters.
